The California Department of Social Services (CDSS) Refugee Programs Bureau (RPB) developed the Afghan Support and Investment Program (ASIP) to support the transition of recent Afghan newcomers to long-term housing in California following the implementation of Operation Allies Welcome (OAW) in July 2021. ASIP was designed to provide time-limited, housing-focused services and rental subsidies to help Afghan newcomers in need stabilize and move towards self-sufficiency.  The program has been very successful with nearly 1,500 ASIP applications approved and approximately 6,500 individuals receiving ASIP support.

The statewide ASIP administrator, Catholic Charities Dioceses of San Diego (CCDSD), and RPB are excited to announce the relaunch of ASIP to new applicants beginning July 1, 2024.  While ASIP was originally designed with a program sunset date of September 30, 2023, CDSS has approved a revised program ending date of September 30, 2026.

Applicants must meet eligibility criteria to qualify for housing and support services as well as enroll and participate in Refugee Support Services (RSS) employment services if the primary applicant for the household is not currently employed. Additional details around ASIP eligibility criteria and more can be found at  Interested applicants and service providers assisting eligible newcomers are encouraged to reach out to [email protected].

*Please note that with a surge of new interested clients, CCDSD will be serving the most vulnerable and at risk of housing insecurity first thus others will be served as soon as possible.
